Seneca believes that children and youth do not themselves fail, but are failed by the system, a system unable to address their complex and specialized needs. Title IVE Training Collaborative
Title IVE Training Collaborative is a partnership between West Valley College, EMQ Families First, and the Santa Clara Department of Social Services. Our mission is to provide high-quality responsive training to those who serve and care for vulnerable children and families in Santa Clara County, intentionally increasing the quality of care for children.

Community Options for Families and Youth
At the heart of our work is Therapeutic Behavioral Services (TBS), which provides intensive intervention designed to keep children and youth with their own families and communities, rather than in residential homes or institutions.
To this end, we provide personalized and empathetic home-based community mental health services that engage clients in their homes, schools, and the communities. By sending our staff to the places where our clients live and learn, they can gain a true understanding of the problems so they can start to help with the solutions.
While we strive to keep children and youth with their communities, this isn’t always possible. When a placement is needed, we provide structure and support to caregivers and mental health workers along the way.
We use a variety of techniques to foster resiliency and skill building in our clients and help them reconnect and rebuild healthy relationships with their families and communities.
LCA Services
LCA is a leading global provider of community-based services and electronic monitoring programs. All of LCA’s services are built on evidence-based and best practices designed to break the cycle of recidivism. We offer a holistic approach with programs addressing cognitive and behavioral issues, and alcohol and substance abuse.
